n2This paper examines the global socio-economic context of the emer-gence of open educational resources and their special role in the educational sys-tems of the developing countries. n2Ovaj rad se bavi globalnim društveno-ekonomskim kontekstom pojave otvorenih obrazovnih resursa i njihove posebne uloge u obrazovnim sistemima zemalja u razvoju.
n3The cen-tral place is reserved for the very idea of education, which is elaborated through a selection of criticisms and analyses of ed-ucational reforms and through questions of basic conditions, methods of teaching and expected results in education. n3Centralno mesto dato je samom pojmu obrazovanja, koji će biti razrađen kroz odabrane kritike i analize reformi obrazovnih sistema, kao i pitanja osnovnih uslova, metoda podučavanja i očekivanih rezultata u obrazovanju.
n4Special attention is given to global poverty, that is, uneven global development, and in line with that to the increasingly aggressive re-production of the existent socio-economic relations by means of uneven education. n4Posebna pažnja posvećena je globalnom siromaštvu, odnosno nejednakom globalnom razvoju, a u skladu s tim i sve agresivnijoj reprodukciji postojećih društveno-ekonomskih odnosa kroz nejednako obrazovanje.
n5The consideration of these general condi-tions results in an inevitably sceptical and critical approach to the ideological, tech-nological and pedagogical aspects of the initiatives that create and promote open educational resources. n5Razmatranje ovih opštih uslova za rezultat ima neizbežno skeptičan i kritički pristup ideološkim, tehnološkim i pedagoškim aspektima inicijativa koje kreiraju i promovišu otvorene obrazovne resurse.

n7Open educational resources (OER) are any type of educational materials that are in the public domain or are released with an open licence, and that can therefore be copied, used, adapted and re-shared freely and legally1. n7Otvoreni obrazovni resursi (Open Educational Resources (OER)) su materijali za podučavanje, učenje i istraživanje koji se nalaze u javnom domenu ili su izdati sa otvorenom licencom koja dopušta besplatan pristup, korišćenje, preradu i deljenje od strane drugih lica, bez zadržavanja prava ili uz određena prava zadržana1.
n8In 2001 the Massachusetts Institute of Technology announced that it would be making all of its university courses freely accessible for non-commercial use, which led to the emergence of open courses. n8Masačusetski institu za tehnologiju 2001. godine objavio je nameru da omogući besplatan pristup svim svojim univerzitetskim kursevima za nekomercijalno korišćenje, što je za krajnji ishod imalo pojavu otvorenih kurseva.
n9The term “open educational resources” was formally adopted in 2002 at the Forum on the Impact of Open Courseware for Higher Education in Developing Countries, convened by the United Nations Educational, Scientific and Cultural Organization (UNESCO). n9Organizacija Ujedinjenih nacija za obrazovanje, nauku i kulturu (United Nations Educational, Scientific and Cultural Or-ganization (UNESCO)) 2002. godine sazvala je forum na temu uticaja otvorenih kurseva na više obrazovanje zemalja u razvoju. Na ovom forumu prvi put je usvojen termin “otvoreni obrazovni resursi”.
