n3Shortly after the 12 March 2003 assassination in Belgrade of the Serbian Prime Minister, Zoran Dxindxicx, the acting President of Serbia and the Speaker or the Serbian Parliament, Natasxa Micxicx, declared a state of emergency in Serbia upon recommendation of the Government. The police immediately launched a wide-ranging sweep for the perpetrators of the crime, code-named Operation "Sablja" (Sabre), which soon turned into a general crackdown on organised crime. n3Neposredno po ubistvu predsednika Vlade Srbije Zorana Đinđića, 12. marta 2003. godine, vršilac dužnosti predsednika Srbije i predsednik Narodne skupštine Srbije Nataša Mićić, na predlog Vlade, uvela je vanredno stanje u Srbiji. Istovremeno počela je i opsežna policijska akcija otkrivanja počinilaca ovog zločina, pod nazivom "Sablja", koja je poprimila karakter opšteg obračuna s organizovanim kriminalom.
n4The police issued a warrant for the arrest of Milorad "Legija" Lukovicx, the former commander of the Special Operations Unit (JSO) of the Serbian Ministry of the Interior (MUP), and another 22 members of the so-called "Zemun Criminal Clan" who were suspected of being responsible for the murder of the prime minister (Beta, 12 March; Danas, 13 March, p. 1). Ten of the men on the warrant are still at large, including Lukovicx, one of the clan leaders.[1] The rest have been arrested, while leading clan members Dusxan "Sxiptar" Spasojevicx and Mile "Kum" Lukovicx were shot dead by the police, who claimed the two had put up armed resistance to their arrest (Vecyernje novosti, 28 March, p. 5). n4Policija je objavila poternicu za Miloradom Lukovićem "Legijom", bivšim komandantom Jedinice za specijalne operacije MUP Srbije (JSO), kao i za još 22 člana "zemunskog kriminalnog klana" koji su osumnjičeni za ubistvo premijera (Beta, 12. mart; Danas, 13. mart, str. 1). n5On 25 March, the police arrested JSO officer Zvezdan Jovanovicx, later accused of being the gunman; the sniping rifle used in the assassination was also found. The Serbian Government at once disbanded the JSO (Danas, 25 and 26 March, pp. 3, 1). n5Policija je 25. marta uhapsila pripadnika JSO Zvezdana Jovanovića koji je kasnije optužen da je neposredni izvršilac atentata na premijera Zorana Đinđića. Takođe, pronađeno je i oružje - snajperska puška - kojim je izvršen atentat. Odmah nakon toga, Vlada Srbije je rasformirala JSO (Danas, 25. i 26. mart, str. 3 i 1).
n6Jovica Stanisxicx, the former head of the Serbian State Security Service (SDB), and Franko Simatovicx, a former JSO commander and senior officer of the SDB, were also arrested during Operation "Sablja" and later handed over to the International Criminal Tribunal for War Crimes in the Former Yugoslavia at the Hague (Politika, 11 April, p. 8).[2] Others arrested included Deputy Republican Public Prosecutor Milan Sarajlicx (Glas javnosti, 21 March, p. 4), justice Zxivota Djoincyevicx (Vecyernje novosti, 29 March, p. 7), the former Yugoslav Army (VJ) chief-of-staff, General Nebojsxa Pavkovicx (Blic, 2 April, p. 4), the former Deputy Director of the Serbian Security and Information Agency Milorad Bracanovicx (Danas, 5 April, p. 4), General Aco Tomicx, the former head of the VJ Security Department, and Rade Bulatovicx, security advisor to the former Yugoslav President, Vojislav Kosxtunica (Blic, 2 and 7 April, p. 4; Glas javnosti, 9 April, p. 1). n6Tokom vanrednog stanja, u okviru akcije "Sablja", uhapšeni su i Jovica Stanišić, bivši načelnik Resora državne bezbednosti Srbije (RDB), i Franko Simatović, bivši komandant JSO i visoki službenik RDB. Oni su kasnije isporučeni Međunarodnom tribunalu za ratne zločine u Hagu (Politika, 11. april, str. 8, vidi IV.2). Uhapšeni su, između ostalih, i zamenik republičkog javnog tužioca Milan Sarajlić (Glas javnosti, 21. mart, str. 4), sudija Života Đuinčević (Večernje novosti, 29. mart, str. 7), bivši načelnik Generalštaba VJ general Nebojša Pavković (Blic, 2. april, str. 4), bivši zamenik direktora BIA Milorad Bracanović (Danas, 5. april, str. 4), general Aco Tomić, bivši šef Uprave bezbednosti Vojske Srbije i Crne Gore, kao i Rade Bulatović, savetnik za bezbednost bivšeg predsednika SRJ Vojislava Koštunice (Blic, 2. i 7. april, str. 4; Glas javnosti, 9. april, str. 1).
n7The police said that during the 42-day state of emergency a total of 11,665 persons had been arrested and 2,697 remanded in custody. The Serbian Interior Minister, Dusxan Mihailovicx, said that a total of 3,560 criminal complaints had been filed against 3,946 persons in connection with 5,671 criminal offences (Politika, 18 May, p. 6). The Serbian Government has said that during the state of emergency fifteen murders, eight kidnappings and about 200 drug trafficking cases had been solved ("Rezultati vanrednog stanja," Government publication, March-April 2003). During the campaign, police also seized or returned a large number of firearms, including RPG launchers, hand grenades and other explosive devices (Vecyernje novosti, 24 April, p. 7). n7Prema podacima policije, tokom vanrednog stanja koje je trajalo 42 dana privedeno je 11.665 osoba, a u pritvoru je zadržano 2.697. Ministar policije Srbije, Dušan Mihailović, saopštio je da je podneto 3.560 krivičnih prijava protiv 3.946 lica za 5.671 krivično delo (Politika, 18. maj, str. 6). Prema tvrdnjama Vlade Srbije, tokom vanrednog stanja razrešeno je petnaest slučajeva ubistava, osam otmica i 200 slučajeva prometa i prodaje droge (Rezultati vanrednog stanja, publikacija Vlade Srbije, mart - april 2003). Takođe, u akciji "Sablja" oduzet je ili vraćen veliki broj oružja dugih i kratkih cevi, pa čak i bacača, bombi i drugih eksplozivnih naprava (Večernje novosti, 24. april, str. 7).
n8Late in April, the police filed criminal complaints in connection with the Dxindxicx assassination; on 21 August, the Special Prosecutor for Fighting Organised Crime brought charges, and the trial of the 46 persons charged began on 22 December. Seven of the men, who are charged with criminal conspiracy, are being tried separately, three persons have been granted protected witness status, and fifteen of the defendants are still at large (Danas, 23 December, p. 1). n8Krajem aprila, policija je podnela krivične prijave zbog atentata na Zorana Đinđića, Specijalno tužilaštvo za borbu protiv organizovanog kriminala podiglo je 21. avgusta optužnicu, a 22. decembra počelo je suđenje 46 optuženih za ovo delo. Od toga je protiv sedmorice koji su optuženi samo za zločinačko udruživanje postupak izdvojen, trojica su stekli status svedoka saradnika, a petnaestorici se sudi u odsustvu (Danas, 23. decembar, str. 1).
n9The police have also filed criminal complaints against seven persons suspected of organising the attempted assassination of Vuk Drasxkovicx, the President of the Serbian Renewal Movement (SPO) on 15 June 2000 in the Montenegrin coastal resort of Budva. Charges were brought on 23 September. The indictees include the former Yugoslav President, Slobodan Milosxevicx, the former Serbian SDB head, Radomir Markovicx, and the former VJ Chief-of-Staff, General Nebojsxa Pavkovicx (Danas, 10-11 January 2003). n9Policija je podnela i krivičnu prijavu protiv 7 lica osumnjičenih za pokušaj atentata na predsednika SPO Vuka Draškovića 15. juna 2000. godine u Budvi, a potom je 23. septembra podignuta i optužnica. Među optuženima su i bivši predsednik SRJ Slobodan Milošević, bivši šef RDB Radomir Marković i bivši načelnik Generalštaba VJ general Nebojša Pavković (Danas, 10-11. januar 2003).
