Abstract
The study focuses on the uncharted area of the Slovenian public sector. It uses an in-depth analysis of the contemporary pro et contra arguments and presents the research findings concerning IT outsourcing and insourcing in the Slovenian public sector. Regardless of the fact that state governments have always been purchasing some goods and services on the external market, the last two decades have shown an exponential growth of competitive tendering and outsourcing as a powerful tool of public management. In Slovenia, the use of competitive tendering and outsourcing of IT services has been growing rapidly, many will say unfoundedly and irrationally; the reported expenditures on contracting out in the public sector in the last years have doubled reaching in the time of global economic and financial crises, roughly estimated, tens of millions of euros. The research outlines some methodological, contextual, procedural and other aspects and considerations and eventually presents Saaty’s multiple criteria decision model for planning IT outsourcing and provides guidelines on critical assessing IT outsourcing projects in the future development of the public sector and its services in Slovenia.
Apstrakt
Rad proučava dosad još neistraženo područje slovenačkog javnog sektora. Članak se naime fokusira na produbljenu analizu modernih pro et contra argumenata i predstavlja istra`iva~ke nalaze unutar koncepata autsorsinga i insorsinga IT usluga u javnom sektoru u Sloveniji. Iako su države kroz istoriju uvek kupovale neke proizvode i usluge na inostranom tržištu, u zadnjih je dvadesetak godina došlo do velikog razmaha na području javnih tendera i sklapanja ugovora za autsorsing IT usluga, koje su postale važan instrument javnog menadžmenta. U Sloveniji je uprkos sumnjama mnogih stručnjaka iz IT sektora u opravdanost i racionalnost ovih postupaka, u zadnjim godinama vidljiv eksponencijalni rast javnih tendera u cilju sklapanja ugovora za autsorsing IT usluga. Visina troškova za projekte aut-sorsinga u slovenačkom javnom sektoru u poslednjim godinama se po tvrdnjama nekih stručnjaka udvostručila i u vreme aktualne ekonomske i finansijske krize dostiže po grubim procenama vi{e desetina miliona evra. Rad analizira metodolo{ke, materijalne, formalne i druge va`ne aspekte i faktore koji utiču na uspešnost i efikasnost projekata autsorsinga IT usluga u javnom sektoru, te nudi Satijev (Thomas Saaty) analitičko – hijerarhijski model za višekriteri-jumsko odlučivanje kao podršku kod planiranja autsorsinga IT usluga i smernice za kritičku evaluaciju projekata autsorsinga IT usluga u budućnosti javnog sektora i javnih usluga u Sloveniji.
