Abstract The changed living conditions and current issues of concern call for a different approach in problem solving from
the point of view of both local administration and citizens. Strategic planning is the means to overcome the ongoing
challenges arising from the existing problems as well as to create a way ahead in the development of the
Trebinje municipality. The methodology of participatory planning was used in designing of the development
Strategy of Trebinje municipality. This methodology was developed and recommended by the World Bank. The
Strategy consists of three goals identified as the most important ones for further development of Trebinje but also
of the entire eastern Herzegovina region which heavily relies on this town.
Key elements have been defined for monitoring and evaluation of the implementation of the Strategy with the following
indicators: the number of enterprises; employment rate; local economy income; profitability and productivity;
demographic rejuvenation. The Strategy is concerned with the operational plan of implementation and
strategic indicators. Also, the roles and responsibilities have been defined of the numerous institutional actors in
the implementation, financing, monitoring and evaluation of the realization of the Strategy. | Apstrakt Promjenjeni uslovi života i postojeći problemi zahtjevaju drugačiji pristup rješavanju problema, kako od strane lokalne uprave, tako i od strane građana. Strateško planiranje je sredstvo kojim će se prevazići stalno prisutni izazovi tekućih problema i kreirati put budućeg razvoja opštine Trebinje. Za kreiranje Strategije razvoja opštine Trebinje korištena je metodologija participativnog planiranja, razvijena i preporučena od strane Svjetske banke. Strategija je sastavljena od tri razvojna cilja koja su istaknuta kao najvažnija za dalji napredak Trebinja, pa i cijele regije istočne Hercegovine koja se najvećim dijelom oslanja na ovaj grad.
Definisani su ključni elementi za praćenje i vrednovanje realizacije strategije (indikatori: broj preduzeća, zaposlenost, prihod lokalne privrede, rentabilnost i produktivnost, demografsko podmlađivanje). Radi se o operativnom planu implementacije i o strateškim indikatorima. Takođe, definisane su i uloge i odgovornosti mnogobrojnih institucionalnih aktera u implementaciji, finansiranju i praćenju i vrednovanju ostvarivanja strategije. |
